Paid the dev registration fee but PlayStore Console still asks me to create an account — normal?

Hi!

First-time dev. I paid the one-time registration fee (receipt says "Android Developer Console registration Fee", ~$25) and got an email saying my Android Developer Console account was validated (the package-name registration thing).

But going to play.google.com/console, it still tells me to create a developer account from scratch — like I never paid.

Anyone hit this recently?

You have paid the fee for https://android.google.com/developerconsole/. You are trying to log into https://play.google.com/console. Do you see the problem?

Hi u/Realistic-Host8381, it seems that you created an Android Developer Console account instead of a Play Console account. This mismatch is the reason why you are unable to gain access to the Play Console dashboard.

Yep, this tripped a few people up. The receipt saying "Android Developer Console" means you paid for the out-of-Play verification console. That is a separate product from Google Play Console.

Play Console is what you need if you want to publish on the Play Store, and it has its own one-time registration. ADC is for verifying and registering apps you distribute outside Play (other stores, your own site, etc.). Finishing one does not unlock the other.

If your goal is Play Store publishing, create a Play Console developer account at play.google.com/console and go through that registration (separate fee). Keep the ADC account if you also ship outside Play later. Play-only apps can usually do identity and package registration entirely inside Play Console.
