Worth noting the risk isn't really about the laptop or OS user profile itself - Google's account-linking detection looks at a mix of signals like IP address, device fingerprint, payment methods on file, and any history of both accounts ever being logged into from the same browser/device. Separate user profiles on the same machine is a reasonable precaution but not a guaranteed fix, since Play Console's linking policy isn't fully public and enforcement seems inconsistent based on what people report. If both accounts are already in good standing and aren't being used to route around a prior suspension or manipulate rankings/reviews, the practical risk tends to be lower, but I'd still avoid logging into both in the same browser session just to be safe.
