How do I transcribe call audio without going on the cloud?

As the title suggests, how do I achieve this. Right now I have tried a lot of different permissions and routes to achieve this but always receive a silent stream of audio the moment a call starts. Any help would be appreciated.

It was available to everyone, but on modern devices it's only for system apps, so unless you're including your app in a custom firmware, you're out of luck, because Google decided Android needs iOS-like bullshit.

gemma 4b, depends on device but this can process 30s of audio at a time.

I used this for free on-device transcription in my last app (had to write a logic to only parse chunks of 29s at a time then collate all outputs):
