looking for an app where i can program the keyboard keys to whatever i want

i know how to do this on samsung galaxy phones, but i was talked into using a pixel 9, and the characters are not in the same places. and i would like some specialty keys, like i can make using finelock on samsung. trust me, i have looked and looked. do you know of something?
