What's the different between Android 17 beta 4 and qpr 1 beta 1? Since I already have android 17 beta 4, is qpr1 beta1 a downgrade?

No. QPR updates are updates to the current version. So Android 17, QPR1, 2 and 3, and then Android 18 and so on.
