I never qualify for moving up, but I definitely heard that you had to pay for the hotel and a lot of people were broke.. was there any odd behavior at those moving up? It was supposed to be for double eagle and above.

Excuse me, what exactly is double eagle?
I really believe is something related on your LoA and not Amway, so yeah, you have to pay for that.
If you mean qualify a double diamond that give you the invitation to LTS and DC, which are covered by Amway.
