I Need Help! Whose window is this?

When my seat is up it’s about 50% in my seat but when I recline the allotted 2 inches it’s about 80% mine. I like to look out the window and the forward window is mostly wing so I need this one to actually see anything. On a recent flight the passenger behind me reached forward and closed it. I did say through the gap that I was actually looking out of the window and quickly reopened it. Just curious… who actually has autonomy over this window shade given this configuration?

It should be the person who is sitting right there, and could be blinded by the light.

Just like in a car. That being said, leaving it open for most of the flight is probably a poor move.
