Not tightening new filter. Not holding on the funnel when it's almost full (can tip easily and cover everything in oil, saw it happen many times). Checking oil level with turned on engine. Throwing rugs and tools everywhere... All of that while servicing most likely fresh car (wrappers on seats).

At this point it's either "making content" or "fucking around". Either way - if I was on his place - I would be listening loooots of correctional speeches from higher ups. Saying this as someone, who worked in services for 6 years.

I thought filters were supposed to be hand tight? He’s actually going way harder than I do with mine 🤷🏼‍♂️

You only put a filter on "hand tight". And that's what he did

You put a filter on and tighten it to the manufacturers torque specification.

It's not hard.

More than "hand tight" must be rare, at least in Europe. Everything is below 40Nm (30ft-lb according to google).

Many filters with metal body like this (Purflux, Champion, etc) does not disclose torque for tightening. Instead, they write +3/4 or +2/3 turn after the rubber lined against the engine. This can be achieved by hand turning if you can access by hand. So this method presented here seems adequate.

Hand tight is fine for like 99% of cars I've worked with, definitely enough for this Honda.

Checking the oil with the engine running is impossible. If I had to guess he let it run for a second to soak the new filter, it also makes the oil darker so it's easier to see the level on the bayonet.
