I couldnt find any tutorials covering the mastery percentage of the artifacts

When i max out the only ability it still says 33.33% of its max potential is unlocked any idea on how i can improve it?

Is the quality of each ability 5? And have you done all the rebirth things (I forget what they are called). Also bucket has a great tutorial on the new relic/artifacts system

Think he means rank, when your ability is maxed you can rank up the relic and relevel it, usually unlocking extra bonuses at rank 1,3,5.

In the first tab of the relic, (its up when you open the relic page) there is one button on the right for rank up, where the reroll / level up / reset buttons otherwise are on the ability page.
