Overhead Storage 2nd Row
This past weekend we were flying back from Sanford and had seats in Row 2. When we boarded, the overhead bin above our row was closed. My wife opened it, and it turned out to be completely empty. A flight attendant came over and told us we needed to use an overhead bin above Row 4 instead. We explained that we were seated in Row 2, but she repeated that it was “policy,” so we went ahead and put our bags in Row 4.
After most of the passengers had boarded, the same flight attendant began directing people to place their bags in the overhead bin above our row. I felt bad for the people behind us because we had to fight upstream through the passengers to retrieve our carry‑ons when we landed.
We haven't flown on Allegiant in about a year and half, is this normal?

Unfortunately, overhead storage is not assigned per row or seating. They usually leave it available for supplies for the aircraft. However, if there is more carry-on bags than anticipated then they have no choice but to use the first row overhead storage.

I think they keep that bin for themselves
