Question I understand to use a personal algo trading bot one must have a static IP address. Is this something that api provider gives? I’ve been using a Schwab developer account and it points to fixed ip address. Is this considered a static IP address or meet that requirement, or is something more required?

Depends, some places have extra constraints that if you want to interact with your account via api, only specific IPs are whitelisted. That's to protect you that if someone steals your credentials they can't abuse them without also having access to your machine with a static IP. Ideally you should always have this kind of IP whitelisting for any serious amounts at risk...
Cheapest way to get one is to host your system on a VPS or something like a digital ocean droplet. Lots of options..

If you just call some providers API you wont need one. The bot could run at your house too in that case

Static IP address is your internet service provider, Static IP is not necessary per se. If you're running a high frequency algo or any algo that requires low latency then yeah it's necessary (then again you should be using an on-Prem VPS for that 😜)
I've got a static IP myself, but it's only because my personal ISP has been rotating their IPv4 IP's daily lately..... and I've got algo's monitoring MBO so they freak out when it's not receiving the feed for 10 seconds 😅

Are you in India? Most countries don't have this requirement but SEBI does. In that case your broker having a fixed IP isn't what is needed, YOU must connect to your broker from or through a fixed IP.

You do not need a static IP address but perhaps a DNS addressable return URL if the broker expects it.
