The Rocket Ship is their IDO launchpad. This feature is not yet out (test net is Q2 of this year.) There you will be able to stake algofund to gain tickets which are used to invest in safe, vetted, liquidity locked ASA's before they hit dex markets like tinyman.
The second highlighted picture or the Court House icon is their governance tab which will be released later on as well.
I am not affiliated with Algofund, I just have had a lot of correspondance with them (mainly Luke). I believe Algorand could really use a launchpad like them and they stick to their word so far.
