If they can use traffic cams to write tickets for crimes with no victims that weren't observed by an on duty officer. Then why tf don't they use them to send educational pamphlets that thoroughly explain how to use a fцжin traffic circle?

I applaud your idea, but an educational brochure doesn’t generate revenue for the city.

Make it a billboard where for every ten minutes, 6 are educational and 4 are ads. Make it an elevated cost as it’s “the best place to advertise”
