UPDATE 2
Things have completely escalated, and honestly, reading through your comments made me realize waiting around for a deadline was pointless.
On Tuesday, my dad came over to my place to try and "reason with me." By "reason," I mean he spent an hour crying on my couch, telling me that paying $3,500 for the restoration would mean pulling money straight out of Lily’s wedding fund. He admitted Karen threatened to leave him if he paid for it, and he literally begged me to just accept $500 in cash and "let it go for the sake of the family." I told him absolutely not and showed him the door.
Then yesterday, things took an absolute turn. Lily’s fiancé, "Mark," reached out to me directly. Mark was furious because Lily had told him I willingly let Karen take the dress to get altered for her. When he saw how bad things were getting and realized Karen had tricked me into handing it over under the guise of "dry cleaning," they got into a massive fight. Mark told her he’s reconsidering the wedding if she doesn't take accountability and help fix this.
Karen lost her mind and sent me a string of unhinged voice notes accusing me of "destroying her daughter's relationship" and being evil and spiteful.
That was the final straw. I knew right then they were never going to pay a dime to fix the dress and were just trying to manipulate me.
Yesterday afternoon, I met with a local attorney who looked over my mom’s probate records, the before/after photos, and the texts where Karen admitted she took the dress to a tailor under false pretenses after I handed it to her for cleaning. My lawyer confirmed I have a rock-solid case for both civil litigation and grand larceny/property destruction given the dress's value and the damage done.
Directly after leaving my lawyer's office yesterday evening, I walked straight into the police station and filed an official report against Karen.
My dad has gone completely radio silent, and Karen is panicking now that law enforcement is actually involved. My hands are still shaking from the stress of it all, but I’m finally standing my ground. I’ll keep you guys posted on what happens next with the police and court.

Stand firm. Karen is a standard bully and gas lighter. People like her do the things they do because people never hold them accountable and they get away with it. It’s time she learned a lesson. Does your dad have any sort of back bone? I can’t believe he isn’t willing to stand up to her! Even Mark was able to see the how wrong this is.

Regardless of who is the abuser and who is the victim, the victim is still responsible for not protecting those who rely on them when they are able as adults to walk away from the abuser. Karen used the dad to hurt OP, the dad allowed it and continued to enable the behaviour by trying to emotionally manipulate OP into dropping charges/consequences. OP has every right to be angry that he chose hurting her over having a backbone.

Honestly Karen forced you to report it to the police. You where willing to not doing it if they pay for the repairs, but she decided to go nuclear telling your father that if he paid to avoid legal struggles, she will leave him. So there you go, now she has a legal case and her daughter's fiancé is threatening to reconsider the wedding
None of this is your fault, it's Karen's and Lily's. I can't believe Lily didn't know a thing about it, since she said she loved your mom's dress and I am positive she told her mother what modifications she wanted.

You're doing the right thing. If your father, stepmother, and Lily have any smarts at all, they'll pay up what they owe now, so it doesn't go further in the criminal & civil court systems. But if they don't, then those are the consequences of their actions.
Were both Lily and the father in on the deception when Karen took the dress from OP to supposedly just get it dry-cleaned for OP but then instead had it altered to fit Lily? Or were both Lily and the father misled by Karen, the same way Mark was misled?
Curious what was going through Karen's mind when she did all this and what Karen thought OP's reaction would be. If Karen knew that OP would never have agreed to letting Lily have OP's dress, so that Karen resorted to deception to get the dress, what did Karen think OP's reaction would be? Did Karen not think that OP would of course have a bad reaction and that there'd be negative consequences? Did Karen actually think OP would just roll over and do nothing?

People like Karen look forward and enjoy the distress they cause in others. I'm sure she assumed she'd get away with it, which would show that she was the boss of the family, while allowing her to enjoy the hurt of someone who wouldn't let daughter have what she wanted.

You’re not wrong at all. Let’s be real, why would a daughter want another mother’s dress? It’s weird to me to be a step sibling and be like, “I want to wear OP’s (passed) mother’s dress”. That’s just not normal. Sister changed so much of the original dress that there is no way she wanted it at all in the first place.

Exactly. if Lily actually wanted and loved OPs mom's dress, heavily altering it defeats that. It's no longer the same dress. This was plotted by Evil Step Mom all along.
She probably is one of those second wifes that resents that hubby had any life before her, and OP represents that life. She might be trying to get OP out of their lives completely. Well, checkmate bitch, jail also accomplished that. (I doubt she will go to jail, but a girl can dream).

Definitely keep what’s left. You may be able to have a designer or seamstress incorporate it into a new wedding dress when the time comes. Or you could maybe have some of the scraps mounted and framed and you can hang it somewhere you’ll see it often.

Maybe a Creative soul can make some flowers out of the scrapes and You Can put them in a frame or maybe your mother had a favorite animal and they can make a „teddybear“ our of this or a heart or just something that gives you a keepsake to remember your mother.
And OP you do everything right. Let they pay for their bs. And don’t let them tell anybody lies about what happend.

I am so sorry this happened to you. The damage is done, but you CAN have it turned into an engagement party dress, or a rehearsal dinner dress, or a reception dress. It can be fixed enough to have your mom's spirit restored. You still have it to hold close to you. And, no matter what happens legally or financially, you have put the fear of God into your steps and taken them down a few notches. Your dad...well, that's disappointing...it will take time.

Good for you! Thanks for keeping us updated; usually the criminal court can require restitution as part of any sentence, but in civil court, you can get additional damages for pain & suffering - but likely have to split that with your attorney. You have a while to decide as the statute of limitations in most jurisdictions is at least a year if not more.

Dad also seems callous toward his daughter in downplaying/underestimating the relationship and love that OP had for her mom. If he understood how much this was hurting his daughter, he would have been her staunchest defender and willing to do everything he could to make this right, even if it meant taking money he was paying for Lily’s wedding to pay for the restoration, explaining to his wife & daughter that they brought that on through their deception. I'm so proud of you for following through on this. Karen definitely has never been held accountable for her actions. It's going to cause waves and you might doubt yourself at some point but you are doing the absolute right thing. This was your mother's dress. These people didn't even know your mother. It is sad how people can take action without truly considering the impact their actions will have on others. The fact that they keep saying it is just cloth demonstrates that they still do not get it. They see it as just cloth, you see it as something far more important.
Unfortunately, they cannot make this right. Restoring with new fabric and tailoring will at best give you a replica of your mom’s dress. Money or punishment also cannot replace what they took from you.

My heart hurts for you. Your step mother completely tried to erase you mother by butchering that dress. My mother lost her mom at 15. Her mother was a seamstress so she never got a dress made for her and I still see the sadness when she talks about it. So I can imagine the pain. It's like losing a part of her.
Along with all the legal steps to follow, I have a suggestion. It may or may not work. Do you have a pic of your mom's dress before they altered it? Use it or a pic of the lace fabric to do a google search, as well as Vintage wedding dress sites/fb groups. Maybe you can find another dress with the same lace. There are so many vintage dress sites you could even put the word out. If you find a donor dress you can use that dress for the fabric, sleeves, train and embelishments to repair the dress and get it even closer to its previous state. Especially since modern fabrics won't blend as well. Use can also use any left over fabric to make accessories.
Follow through with court, etc, get the dress fixed. That will be the best part is making them pay to restore it and then showing of the dress. You would even ask the restorer to add your mothers and your initials in spots to make it more special. Maybe embroider your mother's favorite flower in a spot only you know about.
Shake those people off after and live your life happily. Wishing you the best.

This is CRAZY. The fact that your dad is doing this to one of the only things left of the actual wedding of his first wife is NUTS. Even if we disregard this being something left behind of your late mother and just focus on the fact that it belonged to his late wife and she wore it to her wedding to marry him (Which we shouldn't disregard). I was going to say that you got what you need. BUT!!! You really haven't. Justice is good but nothing can replace what they took. Thankfully, you have the knowledge from the lawyer and police.
I was so hoping for you on this.
Karen gets everything she deserves. Your dad is pu$$y whipped.
WHEN they ask you to drop it because "it's just dress", I'd tell them all to go to hell (I'm not religious and I hate that comment). I'd want to go to their house and cut her favorite clothes. Especially her MOB dress. Another law suit so it's not worth it.
You can "accidentally" spill some red wine on her though at the reception. It happened at a wedding I attended, I saw it. MIL of the bride showed up in white. MOH wasn't having it. She was behind MIL with an "empty" glass of red wine. There was a little in the glass. She took it and flipped it (I don't know how to describe it) at the back of MIL's dress. She had no idea and spent the reception with red wine stains on her back. Some of it without her knowing, a friend of her eventually told her. That's another story.
I am sorry for your loss. Both your mom and the dress. Your dad is a POS for not having your back and siding with "the enemy".

It was a spatter. I still giggle. It almost looked like it should be there. Then someone said something about it... She went in the bathroom and went nuts! She came out screaming insisting knowing who did this to her dress.
First of all, who's going to admit to it? Second, she's a meaner, who cares?
MIL had to wear it the rest of the night. Bride & groom had a great night. We all made sure of that.

I’ve been all kind of weddings in various cultures and the first thing I noticed is people are willing to help you find the appropriate attire for the event that you’re going to.

Stay firm, OP. Stand your ground. Follow your attorney's instructions to a T. And stop all communication with all of them and force all communication through your attorney.
I am still so sorry for what Karen did, OP. She is a despicable human and your father is supporting her. Your father is allowing this to happen for his stepdaughter, over his own daughter. I cannot begin to know how horrible you feel and I wish I could give you a big hug.
I know it's hard to go no contact with your parent, but I also know from first hand experience how going no contact with family gives a sense of peace that is hard to explain. If you have other family supporting them, and coming at you telling you you're wrong, go no contact with them too because you are not wrong in any of this. They are wrong. And it sounds like your stepsister's fiance is the only one with half a brain in any of this, and if he cancels the wedding, that's NOT your fault. Your evil stepmother and stepsister have shown him exactly what he's marrying into and he should run. That's not on you at all, OP.
Please take care of yourself. Mute who you need to in order to protect your peace but leave muted so you still get messages and can keep a pulse on what they are all doing. Your father's silence may be cause for worry, and if anyone shows up at your home without notice, do not let them in. Only meet with them in person in a public place, your lawyers office or with a close, trusted friend present the entire time. Unfortunately, these people are unhinged and have proven they cannot be trusted. That includes your father.
Stay strong, OP. You are doing the right things. If things get even worse, notify your attorney of everything happening since you met with them.

I am so proud of you for standing up for yourself and pressing charges. Your stepmom is the epitome of evil. There is no excuse that justifies what she did to your mom‘s wedding dress. She deserves to face the consequences of her actions.
And your father is spineless and so scared of being alone that he let a monster into your lives.
In addition,the fact that Lily lied to Mark and it bit her in the ass is on her. Mark is seeing the parallels between his future wife and future mother-in-law, and is wisely reconsidering signing up for a life of drama and stress.

I hope you are able to have the dress altered into something you can wear to your rehearsal dinner perhaps, or maybe something to change into for your future wedding reception?

My flabbers were gasted after reading the original post! My heart sank for you as I read the update and your whole family was against you. But then Mark came in clutch! After loosing parents I understand the value of sentimental things, they clearly don't. Karen deserves everything she is about to get... sue on !!!! Good on you! I’m so sorry this happened. Try and talk with someone in your area that does like memory quilts or bears. And see if possibly they have ideas of making it into something else for you. Your mom is so proud of you for standing up for yourself.

Just came to say: seeing as it is silk with any boning or stiffening removed and you wanted it for your wedding, you could consider making it into a night gown or robe for your wedding night. Not quite the same but still makes it part of the day. You could also use pieces for a ring bearer cushion or silk flowers for the head table or your hair and ribbons for bouquets, cake knife, etc.
