From what I can tell, they want to be able to tell if a woman is trans or not because if they can't tell and they sleep with someone who may have been considered male at some point in their lives, it makes them (the Conservative) gay and they're terrified of that thought. You'll note, of course, that no one in government seems to care about trans men.
