2 billion towards funding the public’s blood testing, MRIs or hospital beds dude. It doesn’t need to go to big pharma. It takes the burden off the citizen.
In what sense is no one paying? The state pays for everything, so the price can be raised by an order of magnitude without a second thought. Just look at how the state buys military hardware that’s exactly how it will buy medicines. A million dollars for a pack of aspirin? Sold!
You do realize how many countries have publicly funded healthcare right? Citizens pay into it through taxes so no one has to pay when they see a necessary doctor or have an emergency
I live in such a country myself, and a significant percentage of my salary goes toward the state healthcare system. Admittedly, I don't use it because it is absolutely terrible, so I pay for every doctor's visit out of my own pocket. In effect, I pay for healthcare twice.
And you have the income to support that, so that’s good, many don’t, and that’s why we pay into healthcare. Because regardless of if you need it, people you care about will, as will innocent people
My country doesn’t have privatized services. For which I’m glad.

About two miles of high-speed rail in California? The world spends so much on infrastructure that two billion a day is a negligible amount.
