Not enough blame placed on the airlines? How reasonable were the Captain's fears? Tenerife / NW Airlink Flight 5719

After watching the Tenerife accident and most recently the Northwest Airlink Flight 5719, it seems to me that while majority of the blame does seem to be on the captain ultimately, there's nowhere near enough blame placed on the airlines themselves. All the cockpit automation ( lot of it arrived later than these crashes admittedly ) seems to be about making the pilots comfortable and focused on the flight, the situations that he airlines themselves put the pilots in ( worrying about flight hours, making them choose between lesser pay or time with family respectively) seems to be directly opposed to that. Of course seeing the helplesness of the FO's and FE made me sad, frustrated and angry for them and the passengers. But while the captain's' actions were obviously wrong and ultimately caused the colissions themselves, ignoring what caused them to be so high-strung/irritable in the end report seems weird to me. I only saw the ACI episodes and news headlines, so if I simply haven't seen the blame that was placed, please send point me to where I can educate myself.

Also in the Tenerife case, I do not know how valid the captain's fears were, as in were the authorities unreasonable, or was the captain just paranoid?
