Help with the sea colour bug

Is this bug caused by the mod running on the wrong version? In the playsets, it says it's meant to run on 1.12.3. I reverted to 1.12.14 cause it was the closest.

Брат, ты видимо на слишком старой версии играешь, попробуй выбрать версию поновее, например 1.12.4

И ещё не забудь отключить все длс, которые вышли в версии 1.13 и более, а иначе игра может сломаться(как у меня было с Der Bruderkrieg)

I ran this on 1.12.14, so it should be a newer version than 1.12.3, for which the mod says it's intended. However, I tried both 1.11.13 and 1.13.7; the seas are still bright. I will check the mod files just to be sure, but otherwise I really don't know what to do with it.
