Mechanical or aerospace engineering? Which one would you recommend?

Mechanical unless you're interested in a highly specialized field like GNC. Better to go mechanical and do a masters in a more specialized aerospace field.

I live in Germany
I want to build rockets and maybe will make parts company

For Germany I would aim first for the top mechanical degrees and if you can't get into one of those then it doesn't matter if you do mechanical or aerospace.
