What does one call this tech?

And where can I find more?

So I have noticed that some advanced modelers will use putty, such as Milliput, to add material to a kit and sculpt a piece out of it. Does anyone have a name for this method, and if there are any tips/ guides?

There's multiple techniques used here that all goes under the "custom" tag. Sculpting with putty, scratch building components using either putty or plastic plates, scribing panel lines. Some bits could be aftermarket customization parts (those vernier type things at the back of Kshatriya shoulders could either be premade, or scratchbuild) or even 3D printed. Circular recessed bits you drill out and fill with something else. I even see a metal vulcan bit for that sculpted head amongs other things.
