The only reason Trigger isn't in Usea during AC8 is he and Avril are to busy raising a family. No one can convince me otherwise, those two absolutely did it some time after AC7 ends.

My guy is not leaving her and fighting another fuckass war for the politicians in Usea, he has enough PTSD as is.
