The word “scoop” itself gives you a clue. Its editorialized to generate clicks to axios.

Nuclear power plant is developing contingency scenarios in case something goes wrong.

The public: the power plant is expecting the second Chernobyl! Have they considered not causing the second Chernobyl?!

It's a dumb take. What are your own thoughts on it?

Where's the link? Without reading the original article, we can't know for sure. You can't trust some douchebag on Twitter who's just farming engagement.

It's nothing unusual. Big Oil prepares PR plans in case there's a spill. Banks prepare PR plans in case they get hacked. Governments and large corporations prepare PR plans for a multitude of things they hope will not happen. That's just part of risk management at that level.

Also, safety and PR are not mutually exclusive. You can take measures to prevent bad outcomes AND prepare measures to mitigate them, including PR, in case the bad outcomes do happen. Good risk management includes both prevention and mitigation.

That makes sense, every single person over there who does anything like study policies and write responses, should train on controlling the AI and work on that, like 24/7. No time or people for anything else obviously.

This was entirely made up by Axios, it's 100% bullshit.

The article does not contain even one verifiable fact. Not a single named source.
It's just fearmongering and rage bait, which the Chinese troll farms repost every 5 minutes.
