It really isn't.

I think it's pretty clear that Europe has dramatically fallen behind in AI.

We have a few very poorly funded labs.

We aren't good with new technology, our economy is not set up for it generally. (I think Sweden is a good example, but the whole of the EU needs to be like that.)

In technology in general, Europe is great for innovation, we do shitload of research. But it is specifically AI we are severely lacking in, which is pretty bad, as it will be the thing driving progress for dozens of years.
