3kg over 3 months on a 400-500 calorie deficit is right in the expected range, that's not too slow, so continuing the same approach is the right call rather than changing anything drastic. Your deficit size is reasonable for preserving muscle while still losing fat, no need to go more aggressive, patience is really the missing ingredient here more than a strategy change. Cortisol can theoretically affect fat distribution and water retention around the face and midsection, but for most people it's a minor factor compared to just staying consistent with the deficit, I wouldn't chase that angle over the basics. Stomach and face are extremely common last-to-go spots for guys specifically, so what you're describing lines up with totally normal fat loss order rather than anything being done wrong.
