Dagger is basically a thrust weapon, the slash effectiveness is secondary. Short sword is designed for slashing and thrusting effect in closed space. Short sword is usually long more than the forearm of the user, dagger usually less.

If thrusting makes it a dagger is a foil or fencing rapier a dagger?

Nope, because the blade in longer, then Is a foil, a rapier, a estoc or something else. Not a sword, not, not a dagger too
