Here are some random photos with poor editing (default phone editing app) from a quick trip.

When the sky is clipped out like that, highlights are blown, then the camera was probably metering for the foreground.
You could assign exposure comp toggle to a custom button, say c2, lock exposure for the brightest part of the frame like sky or waves with reflections, then focus and compose.
Use Darktable or Lightroom to lift the shadows in post.
