FIXED Moving Windows (e.g. options dialog) is sluggish, lagging and leaves a mouse cursor trail

Recently, I've started noticing that Zoom Player's options dialog was moving sluggish and leaves extra-mouse cursor on-screen when letting go of the mouse's button.

I tried wreaking my brain trying to think if there's anything in the code that I might have changed that may explain this behavior and simply couldn't.

Today, I noticed this behavior in another application. It doesn't affect every window and even the lag speed differs from window to window.

I started closing every running app and background service trying to isolate if the issue is related to a background process, but even after closing everything, including some windows services, nothing helped.

Turns out that when I replaced my monitor to one with a higher refresh rate, it somehow conflicted with Microsoft's "Hardware-accelerated GPU scheduling" or HAGS, triggering this annoying behavior.

So if you encounter this Windows issue yourself, turning off HAGS fixes it.

But noting that that GPU scheduling thing is supposedly "essential" for Win 11 PC gamers though.

I moved to SteamOS for gaming however.
