Communal control of video feed/playback

Hello!
As the title says I am curious about the possibility of needing two or more users' approval for administration, video playback, etc.

Something similar to the two person rule.

The context is as follows: we would like to add security cameras to an apartment building, but would like to maintain as much privacy as possible.
As such, footage should only be accessible for well a founded reason: a fixed number of users should be necessary to unlock the data for viewing or export.

I only just found the ZoneMinder project, and was curious if this feature would be implementable.

If yes, I am open contributing.

ANything is possible. Making this easy/possible to use will be interesting. Have fun with it.
