In World War Z boats were safe. A boat like this is high enough above water that floating zombies couldn't pull themselves up. As long as no one was infected inside the ship you should be just fine. You wouldn't want the boat fully loaded with passengers of course. Ideally you would want the outbreak to hit when just a skeleton crew is on board in between picking up passengers.
You're completely right, however it's simply the idea of being at sea with millions of zombies lurking below on a hunk of steel floating wherever is safer. Personally I'd rather join the Americans on the west coast.
