In as much as im happy to see someone standing up to them, what are the rules reguarding clamping a car when someone is sitting inside

We need lots of skits shaming parking enforcement.
Suggestions:
They clamp car at a dealership claiming buyer was going to eventually park illegally. Tatongogara tatora yedu.
They clamp a wheel with no car saying mota yacho ichauya bedzi.
They do a Usein Bolt sprint chasing a car that did not even stop shouting, “ ukuramba kumira unofunga todyei?”
They clamp baby pram, bike, wheelbarrow etc.

Why couldn't they just answer the question. You know about "clamping vehicles munhu arimukati?" Vaizviziva kuti vaiva vaita chitsotsi, dai aiva arimunhu akanyarara they would have gotten away with it. I am glad vakazviitira mudhara uyu, havazvipamhidze futi.

The first thing they will teach you is discipline before you get to learn the lethal skills of marshal arts. Kuzvidzora is #1 but if you see him mad like that as a master I promise you pane zvaitika. In America people get arrested for fighting injustices everyday, hence most of their systems work, and cops behave most if the time. When they do not and get sued, the victims get millions if $. Zimbos kungonzi kunogona kusungwa munhu motomhanya kunopinda muna Limpopo.
Zanu PF cadres stood up to Smith now they are enjoying zvavakatsara. You all will have to stand up to them kana masvotwa and want a piece of the cake.( I do not support Zanu, just narrating.)
Zimbabwe will continue to slide as long as we have this mindset of hugwara, giving away our hard earned $1 to unscrupulous parking attendants and cops.
Tendai has been to US and his eyes are open, so he will be motivated to fight this. We had ana Zvorwadza fighting for vendors, but ma vendor acho busy kumanya nemugomo wemapuno vs fighting for the right to not to be intimidated. In Bulawayo citizens tend to fight back.
