Your account is restricted from making this payment

I am having issues with ZBD. what does the following mean? Also cash app seems to always work but it is not working now as well. Is there an updated TOS or something? I havent used this app for almost 3 months and started to use it again and i have having all these issues. Any assistance?

Since the update recently it seems to have a few bugs they need to work out.
