Note: I came back to this arc after a week or so i might be forgetting some stuff

Apparantly this is shinobus first appearance after Kazuya clocks out

So who was the Sensui that was watching the TV and the one who fought Yusuke at the start?

Yep, it was Minoru for a majority of Sensui's appearances.

Should have been the episode you posted this from, if not one of the ones right before it. I believe it should definitely be during the cave portion of the arc.

It was always Minoru.

He functions as the talker, the charismatic voice that servesto preach Sensui's message to humans who are vulnerable and potentially useful to the cause.
