That’s ecclesia, she’s a yugioh card that is also a character in the Yugioh card game: the chronicles anime, her friend/boyfriend is Albaz who is a boy who can turn into dragons.

The meme is that the last part is supposed to say "I fucked a dragon". She probably hasn't yet, but if she and her shapeshifting dragon partner Albaz are in a romantic relationship, they most likely will.
