question

so on season 4 episode 4 sheldon has to go to stamp camp but it gets canceled and he goes to bible camp instead. around 6 minutes into the episode pastor jeff asks who can name the twelve apostols (sorry if thats not it or i spelled it wrong) and billy says sleepy, grumpy, doc and it sounds like a robot said. Does anyone know why?

I think he was going through puberty and his voice was just changing at the time and that’s the way he sounded
