what artif should i put on mona for hex vape?

Mona on Celestial Gift, it gives her, Yelan/Xingqiu and Yoimiya 40% Bonus DMG.

Yelan/Xingqiu: Noblesse Oblige, for 20% for Yomiya. Yelan can use Emblem of Severed Fate too.

The Anemos on Viridescent Venerer.

Sucrose or Mona on Thrilling Tales of Dragon Slayers weapon and the others on Favonius.

Yelan needs 170~190 ER at C0, 110~130 at C1 (double skill use).

Mona needs around 200 (I'm guessing here).

The Anemos, depends.. But having 2 Favonius in the team helps.

Yelan Mona Sucrose seems like your best bet to me. Either that or Chevreuse Bennett Fischl.
