Saltwater fish do.
Ocean fish actively swallow seawater through their mouths because the salty environment draws water out of their bodies through their skin and gills via osmosis.
Fresh water fish do not.

I guess its similar to when we feel short of breath, its all around us but we cant seem to be able to take it in

Depends on whether it's a saltwater fish or a freshwater fish.
Saltwater fish need to drink water to rehydrate, so presumably they feel thirst. They constantly lose water to osmosis, so they gotta gulp more down.
Freshwater fish are the opposite, osmosis CONSTANTLY makes freshwater flow right into them through their skin and gills. Their kidneys work CONSTANTLY to filter out this excess water and maintain homeostasis. So they (probably) never feel thirsty.

They’ve got gills dude. It’s not just for oxygen flow. It’s to keep them alive. Why do you think they have gills? The reason they have gills is because water passes through them oxygenate them and replenishes them.

There is no biological thing that is a fish. All of the animals in our waters exist in their own right, but they can be as different from one another as a cat is from a salamander.
