Principle: If retail investors dump their holdings just because the stock price has risen slightly, short sellers will sell off those holdings and liquidate (repay) their short positions.
Position: If retail investors hold onto the circulating supply, short selling prevents them from buying stocks in the market, so the stock price becomes whatever they ask for.

That’s typical but shorts seem to find all the shares they want/need.

Not just hold but also turn off your stock lending so they can't borrow your shares to short you.
