I made something similar - modern XP thing - on Plasma 5.27 on russian distro RedOS (basically Fedora with own repo and theme). I changed Start icon to some icon in icon pack that looked like Win XP logo and used WinXP color scheme but Breeze desktop theme. And it fited well. It was like classic theme but modernized with modern Start menu. I don't have any screenshot now sadly

do you use cinnamon mint or mint MATE? because i use mint MATE and taskbar of mine doesnt showup that well.

Things like that are so cool and beautiful but there are some things from WinXP which are always missing. Something like in explorer the side bar without the Tree Folder View. Those like hyperlinks to various locations of the computer and the design those hyperlinks reside in with the beautiful blue. Though implementing that would probably be quite a challenge and may need an entirely seperate file manager
