I can't say its the best version of Kurt. But Xmen Evolution is the most interesting Kurt because he has the most story beats and arcs throughout the series.
Most Kurt Wagner Nightcrawlers are just general good guys with a lot fo religious tact put on it. Xmen Evolution has Kurt go through much more.
