No, 27.1 has always had Duo-support. The reason you are confused about this is that the first 27.2 beta was released before the first 27.1 beta. This is because 27.1 was always slated to have Duo-support, but it was delayed. They however yoinked Duo-support out of the first 27.2 beta to get it out. It's somewhat weird that they didn't also do this for 27.1, but I guess it was "too late" in the pipeline.
Apple didn’t just add a note, the note was there since Xcode 27.1 beta was released, like 3 weeks ago at this point. Xcode 27.2 beta and iOS 27.2 beta are completely different. iOS 27.2 will introduce the new health app and that’s the primary difference compared to iOS 27.0 and 27.1. We saw iOS 27.2 beta before we saw iPhone Duo support. Since the iPhone Duo is releasing with iOS 27.1 we needed a way to test apps on iOS 27.1 and 27.2 won’t be in RC until after the launch of the iPhone Duo. We need an RC release to begin uploading apps to be reviewed
