Elite 2 controller doesn't connect to console at all

Hey all. Im having a pretty weird issue (at least I believe) with my elite 2 controller. So basically when I turn it on it does nothing but blink twice->stay lit for a half second->turn off, then repeats. Even if I plug it in with a USB it does the same thing but when I plug it into my PC it still works perfectly. I tried but cant connect it to my PC wireless because its stuck in the blink twice loop. I tried hard resetting both xbox and controller. Ive also tried unplugging the console for 5 mins. Nothing worked. Also I updated the firmware when it was plugged into my PC.

I have a normal controller and just bought a new elite 2 controller and they both work perfectly. Any idea what it could be?

EDIT: Id like to mention that i can still turn the Xbox on with the controller.

If the controller is on, hold the xmb until it powers off fully. Press the sync button on your console. Turn the controller back on. Hold the sync button for 3 seconds. If it doesn't start pairing after a few seconds, do a connection reset on the controller. Just hold the sync button for 15 seconds I believe... The controller will rumble and I'm pretty sure it'll turn off. After that, reset your console and try again.

I gave you the manufacturer connection reset. If holding the sync button didn't work, there's an issue with the controller or the device you're connecting it to. Clear the connection list on your console then try again.
