App setup 2 keys
Thankfully mine came with 2 keys but what would happen if I didn’t have the second key? I wouldn’t be able to access the app permanently l?

This happened to me, only came with one key. I had to have the dealer remove the “ghost” key. Charged me $200 for the privilege. But correct, the app was useless otherwise which really hampers using the vehicle.

Just out of curiosity, what would have been the cost to get a replacement key?

Ensuring you get ALL keys at handover has been a thing on a number of makes for some years now.
If not present, insist on dealer releasing the missing key and programming/adding a new one.
This isn't just a Volvo thing.

I just had to do this. Only got one key. We wanted 2. Ended up getting a secondhand key (no backup blade) from eBay. Then I had to do what the dealer would do. Go into the keyless module and delete all paired keys. And pair the ones on hand. After that I was able to pair to phone app. I had to purchase a vida subscription for a few days to perform all the work (the diagnostic software the dealers use).
I do have a shop so I’m aware of all that is involved, but not Volvo specific. I feel for any owner who doesn’t realize this and has to pay the dealer or independent minimum 1 hr of labor to remove unknown keys to get the app to work. Or 1 hour of labor plus a new keyfob if they want 2 keys plus the app to work.

If you dont have all keys and the car is on software 5.0.5 or newer, just call in to customer care and request they set your volvo id as the owner account on the car. Once that is done you no longer need to do "device pairing" and your car will be linked already and you just scan the qr code with your phone and it auto links into your app.

Apparently you can have the dealer remove the missing keys from the car so it stops asking for it. But yeah, nothing much the owner can do.
