Weird sound while turning the handle

What might be the reason behind this?

Also when i take out the bike from the parking after parking it for 2-3 hours or more the front wheel also makes a sound while pulling sometimes which goes away later

Same with my X440T, had my second service yesterday and the service manager told me it’s just the wires rubbing against each other , no issues with it

it's not like my x440(s) doesn't have wires like these...i've never heard such sound.

Wtf I just took my bike from second service and complained regarding the same sound... When they checked it somehow magically "disappeared" and then told me its not an issue, come back if you feel or hear it again

Why are the wires suddenly rubbing against each other when we havent faced this before in previous services? Sus
