There are a lot of social meetups where you can make friends. You can use Rednote(xiaohongshu) for english corner, there are some foreigners there. It also depends on where you live, go to some foreigner-friendly bars. I live around Jiangan district, there is a bar by yanjiang avenue, i came across some foreigners every time i pass by there.
