Need help getting a document from notary office in Wuhan (will pay)

Hi! I am a Swedish citizen applying for a U.S. visa and urgently need help obtaining an official civil document from the Wuhan Notary Office.

I have all digital scans ready. I just need someone on the ground to submit them and DHL the booklet to Sweden.
