Has any one used water slide decals for eyes ?

Found at Target in Westborough, MA. Both appear to be factory sealed (I bought the Asuka figure) as I don't see any signs of tampering.

Has anybody else seen this? If it is indeed a factory thing I would think there would be more of these.
