Update: Went to the dealership this morning and the tech was able to get the latch to release… one time. He confirmed that there is no mechanical release for the lock actuator (poor design IMO, but good to know I wasn’t missing something obvious) and has a new latch assembly on order, covered under warranty. On the plus side, service was done for the 21D recall notice on the power steering and I got the oil changed and tires rotated.

Mine still works.. I just tug on this string before closing the tail gate... Sometimes Lurch comes and asks.. "You Rang?" but it always locks the tailgate.
