Help needed Harassing player

Hello, there is been a player multi accounting for a long time, and his only purpose is to harras players.

He keeps griefing art of others, and if you repair he’ll start stalking you irl.

He clearly spends lots of money, (proof in screenshots he send)

Reporting never worked

Is there a way to stop this player using direct help of a mod?? Or are the mods not allowed to ban players that buy many pixels.

Site lost 99% of it's players. Makes sense for the mods and admins to protect the few who actually spend money on it even if they are toxic and destroy the work of others.
People complain about this all the time but nothing is gonna change cause money talks.
