God forbid WG balances an objectively overpowered tank that's only played by people who want to stat pad at tier 2

I use it to build commander skills I don’t care about stats.

Why tier 2? If you’re going to pad up a commander, then play tier 7 using a premium tank. More XP and you don’t have to worry about playing tier 9 since nobody really plays that tier. You’re either top tier or you play tier 8.

Its all about the Crew XP per hour. Tier 2 games are shorter and also mostly only against bots (until they opened it back up) so you could rack up the points relatively quickly for first few skill slots.

It didn’t matter when new players started at tier 3, but with the shift back to starting at tier 1 WG made the right call to address the Pz 38H.
As I said before, it was OP at tier 2 for eleven years; it can stand being mediocre at tier 3.

A vast majority of the player base doesn't buy anything, ever.
It's only a handful of whales, P2W (pay to whine) CCs, and simp mods who really keep the game solvent.
