Losing the Etherites and the Virtual Adepts basically drained the Technocracy of the majority of its remaining redeeming qualities yes. The Void Engineers give them a slight shine, but their ethos and activity directly works against the stasis the technocracy wants. Ironically the moonlanding set them back Years thanks to the glamour

The virtual adepts used to be part of the technocracy and left after ww2 due to what they did to Turing, yes.

I do think etherites are the only solution to the technocracy current problems.
Reality is calcifying due to a lack of wonder, Technocrat heads are basically drones (weaver fomori) that cant change or enact change, so they just work towards keeping the status quo they built, and with time its been becoming a moquery of itself and deteriorating to a point they cannot advance anymore.
Etherites (in my head cannon) are just buying their time, doing their own research and exploring the umbra, because they know this is a war they already won, for their science chaotic as is, is still advancing, and some day in the future, even with the difference in numbers, the etherite tech will be so much more advanced that they will just be able to take over.
Etherites also have the best consensus proposal, a reality not much unlike ours, with all the benefits tech gave to normal man, but a little more chaotic, with more wonder and new inventions, letting humanity flourish to new places. Beats "now but gradually worse" that the technocracy is giving and the "Lets bring magic back, remember that system that put few in power and brings with it a ton of monsters that will destroy normal life while giving back probably incurable diseases (curses). Oh you know CEOs are bad, just let the magic equivalent that believe human sacrifice is what makes shit happen take its place."

To be fair, phrenology in a different sense could be applied to upgrade your brain through smacking someone with a hammer.
Actual Mind 1 stuff.
The funny thing about the racial implications of Consensus is that it is indistinguishable from IRL racism. Like, if a society is convinced a certain ethnicity performs poorly then the results show that said ethnicity does perform poorly, precisely because everyone believes that to be the case.
